Senior Executive – National Marketing and Communications forLocal Enterprise Offices(LEOs) (3 Year FTC. Reporting to: Head of Corporate Marketing & Communications. Job Reference: EI.048.17E. Role Purpose Key communications services to be executed as part of this role incorporate the development and delivery of a consistent and coordinated annual national communications and marketing strategy for the LEOs, including the management of national public relations, messaging, speech writing, marketing, advertising and sponsorship activities. The role will involve continually building awareness of the supports and services offered by the LEOs and ensuring current and consistent messaging to the business/wider public audience and the political system, aligned with national enterprise policy developments and Enterprise Ireland’s corporate strategy. Regular engagement on the national LEO marketing and communications programme with the Department of Jobs, Enterprise and Innovation (DJEI), the Local Authorities, the LEOs and other stakeholders will be a key part of this role. Key Deliverables: Drive the design, development, production and dissemination of national LEO messaging, marketing and communications collateral, via print and digital channels e.g. media; branding/identity; corporate guidelines; publications, reports or other messaging/position documents; statements; brochures; business/sector updates etc. Develop and deliver a coordinated annual communications plan for the LEOs at a national level that is aligned with EI’s Corporate Strategy 2017-2020 ‘Building Scale, Expanding Reach and Delivering Global Ambition’. Manage EI’s LEO annual national communications and marketing budget allocation and ensure value for money across services providers and suppliers. Manage procurement, contract and relationship management to acquire professional marketing and communications agency services and other related third-party service providers as appropriate, to work with EI and the LEOs to deliver consistent communications, branding, marketing, media and public relations, advertising and sponsorship services, to include a series of national LEO events and other national PR/marketing campaigns as required. Work closely with the LEO Network Communications Committee, the LEO Centre of Excellence in Enterprise Ireland, and with DJEI (incl. Press Office and LEO Liaison Unit. Lead the development, implementation and impact assessment of an annual national LEO marketing and communications strategy, which includes a series of national LEO events including: Ireland’s Best Young Entrepreneur, National Enterprise Week, The Student Enterprise Awards, EI/LEO engagement at the National Ploughing Championships, The National Enterprise Awards, The Local Enterprise Showcase Awards, LEOs International and National Women’s Enterprise Days. Work with the LEO Network Communications Committee to devise and implement new national communications initiatives. Oversee/project manage or research and write directly as appropriate, national messaging, marketing and communications content related to the LEOs/EI and LEO client-base for print and digital platforms including: o National media releases; speech content, client case studies and briefing information for use by DJEI and EI in a variety of channels and foras e.g. national and regional events, conferences, campaigns and programmes; feature articles; opinion-editorials; key entrepreneurial and client announcements; blogs and other social media and digital content. o Marketing content and collateral for use in print and digital channels including ezine features and articles; brochures; advertising and banners; marketing briefs; presentations; videos; digital infographics; collateral for national and regional marketing campaigns. Support the development and management of the national LEO website and drive message and brand consistency across the individual LEO websites, and other relevant national online/digital platforms across the LEOs. Within EI and the LEOs, engage and work collaboratively with assigned internal committees and steering groups to support an effective national marketing and communications service for the LEOs nationwide. Support EI’s LEO Support, Policy and Coordination Unit to produce national data/information and communications content to facilitate reporting of LEOs-related activities or other assigned national reporting requirements e.g. Action Plan for Jobs. Coordinate an Annual Report for the LEOs setting out achievements in the previous calendar year. Seek other opportunities to maximise coverage of LEO achievements, especially in terms of job creation. Assist in any drive to secure sponsorship for national LEO initiatives. In association with the LEO Network Communications Committee, maintain a rolling calendar of local and national LEO events. Support collaboration and coordination between Enterprise Ireland and the LEOs nationally to promote a joined-up approach to the implementation of national enterprise policy, particularly in the context of Brexit. Functional Competencies (Key Skills and Knowledge. Significant post-qualification experience working strategically and operationally in a communications and PR and/or marketing environment on the design, development and implementation of communications and marketing strategies/plans across national and regional channels is essential. Demonstrated skills and experience in creating, driving and managing a diverse range of engaging and creative communications and marketing activities, initiatives, programmes, events and campaigns is essential . This includes experience of directly managing and overseeing projects such as design and production of reports, publications, statements, corporate messaging and briefing updates; media releases and briefing documentation; speech material/speaking points; managing press conferences and one-to-one media interviews, events, photo-calls, launches and client announcements; print and digital advertising; social media engagement; handling stakeholder issues or queries. A third-level or relevant post-graduate qualification in a Communications and/or Marketing-related discipline is essential. Experience of managing and coordinating multi-stakeholder initiatives is essential. Excellent oral English communications and writing skills and experience for business communications and marketing purposes is essential. This includes research, analysis, message-development, proof-reading and editorial skills, coupled with strong accuracy and attention-to-detail . Robust awareness, knowledge and understanding of the key business growth sectors and client categories in which EI and the LEOs operate and an ability to translate this knowledge and understanding into communications and marketing messaging, content and collateral the creates effective business impact and results. Strong organisational and project management skills and experience and proven ability to manage a range of multiple projects and competing priorities at one time to meet demanding and tight deadlines. Skills and experience in procuring and managing external services providers and contract/relationship management. Skills and experience in providing a client-focussed service with a diverse range of stakeholders, via teamworking, networking, stakeholder engagement and relationship-building. This includes providing an advisory, expertise and media support service to clients and acting as the interface between clients and other relevant stakeholders, agencies and Government Departments. Ability to work collaboratively across EI/LEO network to develop and manage or oversee the implementation of communications and marketing strategies/programmes and provide expertise and advice to colleagues for LEO national events, programmes and campaigns. Ability to think strategically and recognise broad implications of national communications, marketing and media-related issues as they relate to EI, the LEOs and their broad network of clients and stakeholders. Ability to absorb new information quickly, understand complex concepts and relationships, focus on important information and make timely and sound decisions. Understanding of search engine optimisation (SEO), keywords, content marketing platforms and analytics packages, coupled with strong digital skills and experience of using multiple digital and social media content platforms and/or automated marketing channels as well as analytics tools to measure and monitor content performance.
