Quantity Surveyor. Position Summary. Candidates must be a Quantity Surveyor qualified with extensive commercial management experience gained within the pharmaceutical sector in Ireland. Previous experience working in a client environment with EPCM contractors would be a definite advantage and the ability to join an established team of Portfolio Leads and to make a substantial contribution to the success of the commercial management process is of the utmost importance. • Accountable for developing and reviewing project estimates. (Phase 1 and 2. • Responsible for management of estimates, cost control, and change orders throughout the Project Life Cycle. • Accountable for developing and reviewing tenders/ Commercial Bid Analysis reports. • Provide cost management on projects to support business requirements in accordance with approved procedures. Liaise with Portfolio Leads, internal departments, Project stakeholders and communicate across all levels of the organisation on an on-going basis to identify and implement continual business improvements. Key Duties and Responsibilities. General. • Support the Portfolio Leads/ Project team with commercial advice throughout the contracting cycle and develop commercial strategies for the project in conformity with company processes, legislation and best practice. • Control all financial aspects of the project, including the negotiation of sub-contract accounts, interim valuations and payments. • Maintain the standards, processes, procedures, deliverables and schedule for all cost control reporting activities for sustaining Project delivery team. • Work with cost control tools, including Unifier, SAP, etc. Specific. • Develop tailored and standard form contracts. • Gather Information and carry out market intelligence in the pre-contract phase. • Manage, plan and execute the tendering, budgeting, scheduling/planning, cost control and estimating functions. • Negotiate contracts and projects according to the principles of least commercial risk to the project. • Review cost reports and prepare a monthly management accounts and cash flow forecasts as well as preparing a monthly financial report for the ELT. • Liaise with procurement department. • Generate cost related deliverables, including commitments, accruals, cost (and, if appropriate, man-hour reports), WIP and forecasts. • Prepare conceptual and detailed estimates for projects and conduct reviews and analysis of estimates including estimates prepared by third party service providers. • Monitor adherence to the baseline cost budget, while providing timely, proactive and accurate cost information and feedback to the Project Department, project teams and key stakeholders. • Compile and publish cost reports outlining the root cause and proposed recovery strategies for any variances and bring to the attention of management persistent failure(s) by third party service providers to correct cost deviations. Complete all reporting requirements accurately and in accordance with approved SOP and timelines. Key Performance Indicators. • Successful management of the EPCM contracts including pre-qualification and tendering and all commercial activities on all sustaining projects. • Delivery of contracts within agreed project timelines and budgets. Project Estimates are developed and managed in accordance with SOP and specific project requirements. • Accurate and timely processing of cost data. • Detailed analysis of project costs, variances and impacts. • Development of implementable cost mitigation strategies. • Timely delivery of budget revisions and cost reports. Education, Experience and SkillsEssential. • Quantity Surveyor. • A minimum of 5 years project controls and time/schedule management experience. • Proven track record with EPCM contractor, consultancy or PQS practice on large Pharmaceutical projects. • Proven track record in the estimating, management and reporting of project costs to support capital investment decisions for cGMP manufacturing facilities. • Bachelor’s degree in QS, Engineering (Chemical, Process or Mechanical degree preferred), Construction Management or related field.
