Pre-Construction Officer (Utilities. Dublin. €Neg. Our client is a leading infrastructure contractor who now require a Pre-Construction Officer for the construction and installation of gas network infrastructures. This is a long-term project that will run for 2+ years. The Pre-Construction Officer is responsible for providing accurate information live from site for all PE Distribution works in a given regional area, their primarily responsibility is to de-risk the front end of the delivery process ensuring that any given works can be accurately planned and therefore delivered with all foreseeable risks mitigated. Reporting directly to the Business Support Manager as part of the Business Support Team, the Pre-Construction officer will work closely with the Operations Scheduler, local QS, Preconstruction Assistant and Site Manager. The Pre-Construction officer will be responsible for identification and resolution of hazards and risks that have potential to cause programme failure and / or risk to people and property. Early identification and mitigation of commercial risk is also a key part of this role, where by ensuing that the business is not exposed to unnecessary cost. Key Responsibilities: Accurate site surveying of all stipulated works in a geographical area. Traffic management agreements with local authorities. Agree reinstatement requirements with local authorities. Ensure comunication around programme requirements, stock, road opening licences. Engage with customers both domestic and commercial to agree requirments and conditions. Identify constraints and risks within projects to enable the production of an effective and accurate plan. To identify opportunities of lean working. Skills Required: Strong operational competency. Strong communication skills are essential. Working knowledge of GNI operating procedures. Strong street works competency inclusive of traffic management, reinstatement and purple book. Proficient in risk and hazard identification.
