Communications Executive. Unijobs is currently recruiting for the position of a Stakeholder Engagement & Communications Lead on behalf of the Health Service Executive. We are initially recruiting for this role for a 6 month period, as part of a new and exciting project set to run for up to 4.5 years. The position is based in Merchants Quay, Dublin 8. The annual salary for this position is between €65,812 and €76,720, with previous public-sector experience considered and new entrants at the entry point of the scale. The Project is the National Integrated Staff Records & Pay [NiSRP] Programme which encompasses a number of interdependent and interlinked projects:- The implementation of a single Human Resources - Staff Records technical platform for national coverage of all people related data for the HSE - [SAP HR] The implementation of one Payroll technical platform for all HSE employees - [SAP Payroll] The rationalisation of multiple payroll processing centres and enablement of consolidation of staff records processing centres to an optimum number of sites. Automation of appropriate staff processes through the introduction of Employee and Manager Self Service [ESS & MSS] The implementation of a single Staff Records technical platform, which has national coverage of all employee data, is recognised as a key enabler for the HSE as the largest public sector employer in the State. Full oversight of people data to support management information and decision-making is critical for the organisation. Implementing a single Payroll platform for all HSE employees, alongside the technical solution for HR, is another key enabler for the HSE, leading to and enabling greater efficiencies for the organisation. The rationalisation of the operational landscape for the Payroll and Staff Records functions currently located in a number of transactional processing centres and mainly based on the former Health Board structures, is a key objective as the organisation pursues administrative agility and appropriate support function structural design. Automating appropriate staff processes though the introduction of Employee and Manager self-service is a key component of the programme which will result in better communication and information for employees and managers. This programme will deliver on these high-level business requirements over an agreed timescale. A National programme, it will be headquartered in Dublin with travel required through the timeline to various parts of the country as the programme phasing requires. The Communications Manager will assist in the implementation and development of the communications around the project, and will require the successful candidate to be highly adept at all modern media communications strategies. The successful candidate will also develop a stakeholder engagement plan for the delivery of the project across some 100,000 staff. You will be assisted by the project team and the communications division of the HSE. Candidate Key Responsibilities: Develop, manage and support an impactful and effective communications plan for the programme, ensuring all stakeholders are engaged as appropriate and ensuring potential obstacles to progress are identified and resolved. Using a variety of media, you will ensure the programme message is consistent, clear and delivered across the spectrum of stakeholders. Develop, design and produce quality publications and features to drive and support effective communication. Develop and manage social and digital content for the programme via HBS Intranet, Internet, Social Media, etc. Maintain the programme brand within HSE and HBS guidelines to ensure stakeholder clarity. Support and guide programme management to effectively communicate the programme message across the Health System. Provide advice in relation to stakeholder analysis, management and engagement to ensure all staff, customers and other stakeholders are continually considered from a communications perspective. Manage and oversee the programmes online content, ensuring the information is consistent, clear and current. Have a working knowledge of the Health Information and Quality Authority standards as they apply to the role. Eligibility Criteria: A record of achievement at a senior level in a communications role within the health sector or related environment, i.e.; management of communications plans. Experience of working collaboratively with multiple internal and external stakeholders as relevant to the role. Brand development and management experience. Experience of event management. Be energetic, creative, commercially minded and passionate about communication.
